Phase I - Construction of New City Hall and Parking Garage, Relocation of City Staff, and Demolition of Existing City Hall
A Public Private Partnership is a contractual agreement between a public agency (federal, state, or local) and a private sector entity. Through this agreement, the skills, and assets of each sector (public and private) are shared in delivering a service or facility for the use of the general public. A P3 allows the public sector to contract with the private sector to design, construct, finance, operate, and maintain a publicly owned asset for a set period, in return for a set payment from the public sector for a set time. The benefits of a P3 Development Model include but are not limited to:
A recent space needs assessment has identified a current need of approximately 83,869 net square feet to satisfy the City’s minimum operational requirements, which the existing city hall, with approximately 30,000 square feet, can no longer meet. In addition to the programmatic requirements, various deficiencies related to circulation, safety, security, and sustainability have been identified. The goal of the Project is to provide North Miami staff, residents, and the general public a safe and secure environment where they can conduct their day-to-day business and engage in a safe and respectful manner with the City Council and the Mayor, and also to provide City staff with a safe, secure, and sustainable environment where they can conduct their day-to-day responsibilities.
Phase II - Police Station Annex & Parking Garage for the exclusive use of the Police Department
Phase II includes a new annex to the City’s existing police headquarters, located at 700 NE 124 Street which will preliminarily consist of a three-level structure with approximately 30,000sqft, and a secure parking garage serving the operations of the North Miami Police Department, with no public parking included.
Phase III - MOCA Expansion
Phase III includes a 30,000sqft expansion to the Museum of Contemporary Art (MOCA) and upgrades to the existing structure located at 770 NE 125th Street including the installation of state-of-the-art technology, building efficiency upgrades, a new lobby and entry hall, a dedicated education wing with classroom space, a purpose-built multipurpose flex space for programs and large-scale events, 8,000sqft of digitally wired exhibition space, and 5,600sqft to house MOCA’s administrative offices.
Real Estate Project
The Real Estate Project consists of the redevelopment of five (5) City-owned properties to create a mixed-use and active downtown environment that will attract downtown commercial investment and business opportunities. The Real Estate Project will generally consist of ground-level retail, residential like workforce housing, and other potential real estate opportunities as supported by the market.
